Brandon Township Meeting Minutes

September 17, 2012


The August monthly meeting was held on September 17, 2012 at the Brandon Community Center with Mike Cleary, Gene Fynboh, Paul Lauthen, Diane Smith and Adrian Ledermann present. The meeting was called to order by Cleary at 7:00 p.m. The pledge of allegiance was recited.


Clerks Report: The minutes of the August 20, 2012, meeting were addressed. The reading of the minutes were waved and then approved on a motion by Fynboh, seconded by Lauthen, and carried.


Treasurer’s Report: Beginning balance on 08/01/2012 was $39,937.10. Interest from Revenue on account at Bremer was $.32. Other income was $388.00 from Brandon residents for chloride. Orders issued were $13,701.85 for a total ending balance of $26,623.57. Investments reported included Tar & Road Fund received $8.39 in interest, to now total $197,517.62.


Public Comment: One visitor was present to address issues on the agenda.


Agenda Approval: The agenda was approved as presented on a motion by Lauthen, seconded by Cleary and carried.


Old Business:

a. Road report: Mowing has been completed; but may have to do second run if weed growth appears. Croonquist is looking at roads to grade down wash boarding when possible.

b. Sign post replacement and removal. No sign removal has been done.

c. Tractor for mower rental agreement with Paul Lauthen was approved on a motion by Fynboh, seconded by Cleary and carried. (cf. Attached agreement)

d. Water meter replacement. No meter will be attached. Lauthen contacted City of Brandon who will place the township on a minimum charge rate.

e. Chloride update. Clerk has sent a second billing letter. Only 3 residents have not paid as of this date. Board reviewed Roers” letter and directed clerk to respond.


New Business:

a. Three land use permits were reviewed.

b. Shorewood Lane right-of-way concerns were discussed. Board directed the clerk to send a note to the resident who has placed old concrete on the right-of-way and give that resident 30 days to remove it. The board will do further planning in spring about removal of trees, etc. on that right-of-way.

c. Petrich variance request for sewer. Cleary attended viewing. Board is ok with variance request.

d. Big Chip Rd right-of-way request. Cleary will make an appointment with resident to view concerns.

e. Election judges appointment. On a motion by Lauthen, seconded by Fynboh, and carried, Diane Smith was appointed head judge along with other judges; Paul Lauthen, Marcia Bolin, Jane Croonquist, Janel Eddy, Adrian Ledermann and Juliana Pomeranz.

f. Clerk notes. Sample ballot for Nov. election now available; Voter ID commentary has been sent to local newspapers by city and township clerks representing only themselves and not representing the township government; Cleary and Ledermann to attend Township district meeting in Leaf Valley; Clerk will forward to media, info on board filing candidates and ballot question.

g. Dog problem: Cleary took call on dog problem, but directed neighbors to work it out, which turned out to be successful.


Claims and Wages: Claims and wages requests were presented and viewed by the board. Claims included: Douglas County Public works-$14,807.29 for chloride; City of Brandon-$49.55 for water/sewer; Otter Tail Power-$28.70 for shop electricity; MATIT-$36.00 for new mower insurance; Gene Fynboh-$18.50 for mileage; Adrian Ledermann-$32.90 for mileage/office material reimbursement; Paul Lauthen-$6.00 for mileage; and Mike Cleary-$22.00 for mileage.

On a motion by Lauthen, seconded by Cleary, and carried, the bills were approved to be paid.

The meeting was adjourned at 7:50 pm on a motion by Lauthen, seconded by Cleary, and carried.

Rental agreements


Brandon Township will contract with:

to rent a tractor for the use of pulling the mower for mowing Brandon Township right-of-ways.


Brandon Township will provide $__25.00__ per hour in rental fees, plus reimbursing for the costs of all fuels used. The labor of the supervisor running the tractor shall be covered under Brandon Township supervisor employment agreements. Rental fees and fuel costs will be paid at the end of the mowing season. Insurance for the tractor is covered by the MATIT comprehensive insurance coverage in effect during the year of this contract.


This contract will be for they 2012 mowing season and needs to be renewed annually.
