Brandon Township Meeting Minutes

June 18, 2012


The June monthly meeting was held on June 18, 2012 at the Brandon Community Center with Michael Cleary, Gene Fynboh, Diane Smith and Adrian Ledermann present. The meeting was called to order by Cleary at 7:00 p.m. The pledge of allegiance was recited.


Clerks Report: The minutes of the May 21, 2012, meeting were addressed. The reading of the minutes were waved and then approved on a motion by Fynboh, seconded by Cleary, and carried.


Treasurer’s Report: Beginning balance on 05/01/2012 was $22,383.82. Interest from Revenue on account at Bremer was $.19. Other income was $58.00. Orders issued were $16,778.89 for a total ending balance of $5,663.12. Investments reported included Tar & Road Fund received $8.39 in interest, to now total $197.496.18. Motion made by Cleary, seconded by Fynboh, and carried, to approve report.


Public Comment: Five visitors were present to address issues on the agenda.


Agenda Approval: The agenda was adjusted to have all items of interest to the visitors addressed first, then approved with additional items, on a motion by Fynboh, seconded by Cleary and approved.


Visitor Agenda:

a. Dennis Stramer was present to seek resolution for the vacation of a small portion of Severson Rd. On a motion by Fynboh, seconded by Cleary and carried, Severson Road Resolution 06-18-2012 was approved. (cf. Attached resolution)

b. Maxine and Ralph Crooker are requesting a petition to vacate a small portion of Burros Dr. Cleary noted that more work will be done on Burros Dr. in the near future.

c. Jerry Johnson was present requesting approval for historical trail signs to be placed on Brandon Township right of way at the junction Stowe Lake Rd and Hunt Lake Rd. and also at the junction of Hunt Lake Rd and Co Rd 16. On a motion by Fynboh, seconded by Cleary, and carried, approval was given to Douglas County to place the signs and Glacial Ridge Development Association to maintain the Abercrombie Trail signs. The clerk will forward the notice.


Old Business:

a. Road Report. Riley Bros have completed the repair work on Shorewood Dr. The tree on Tanglewood has not been removed. Cleary will contact Klimek Tree Service. The supervisors will look into replacing the mower in 2013. Ledermann gave a report on the chloride and the incoming checks.

b. Sign post replacement and removal. Ledermann shared a note from MAT attorney Sulem that the Jan.2013 date for sign post update remains, even though all other date mandates have been canceled. The board set up a special work meeting for 7 pm on July 2, 2012 at the Brandon Community Center to schedule sign post work.

c. Ledermann and Lauthen attended the County Road info meeting.

d. Ledermann gave a report on the clerk's training for elections. Much information centered on how the proposed voter ID amendment, if passed, would affect the management of elections. Concerns were aired that passage of the amendment would create provisional balloting leading to delay in ballot counting, elimination of same day voter registration and the difficulty of verifying identities of absentee voters including those in the military.

e. Arndt's request for info on CRSD sewer tax has been completed.

f. Doehling has requested all info from candidates, ballot referendums, etc. be sent to her office by August 15, 2012.

g. Ledermann attended the AAEDC luncheon at Alex Tech. No new info.

h. Cleary reported that the public meeting regarding county wide tax support for AAEDC was canceled, and the proposal would not likely be on the ballot in November.

New Business:

a. Three new land permits were reviewed.

b. Lucky's Propane agreement: On a motion by Cleary, seconded by Fynboh, and carried, the proposed agreement of c. 1000 gallons of propane for $1.60 per gallon was approved.

c. Census Bureau estimates that Brandon Township population is 702 in 290 households.

e. Assessor Training is available in nearby counties. Lauthen is still qualified.

f. No additional clerk notes were reported.


Claims and Wages: Claims and wages requests were presented and viewed by the board. Claims included: Douglas County Recorder -$46.00 for recording fees; Otter Tail Power-$24.58 for shop electricity; The Record-$4.50 for legal notice; Bremer Bank-$54,963.29 for bond repayment; Adrian Ledermann-$368.50 for reimburse and mileage; Computer Specialists-$19.95 for computer repair; Okerlund Graveling-$16,890.00 for graveling; Riley Bros-$8,658.00 for road repair; Diane Smith-$10.00 for mileage; Paul Lauthen-$40.00 for mileage; Gene Fynboh-$38.00 for mileage; Michael Cleary-$51.50 for mileage. Claims and wages were ordered paid on a motion by Cleary, seconded by Fynboh and carried. Treasurer Smith was directed to transfer $90,000.00 from Money Market funds to checking to cover all bills.

July monthly meeting; July 16 at the Brandon Community Center.


The meeting was adjourned at 8:15 pm.
