Brandon Township Meeting Minutes

Monday, April 16, 2012

The April monthly meeting was called to order by Cleary at 7:00 p.m. The pledge of allegiance was recited.

Clerks Report: The minutes of the March 19, 2012, meeting were addressed. The reading of the minutes were waved and then approved on a motion by Fynboh, seconded by Cleary, and carried.

Treasurer’s Report: Beginning balance on 03/01/2012 was $28,685.94. Interest from Revenue on account at Bremer was $.66. Other income was $0. Orders issued were $4,685.56 for a total ending balance of $24,001.04. Investments reported included Tar & Road Fund received $16.23 in interest, to now total $197.471.83. Motion made by Cleary, seconded by Fynboh, and carried, to approve report.

Public Comment: Eight visitors were present to address issues on the agenda.

Agenda Approval: The agenda was adjusted to have all items of interest to the visitors addressed first, then approved with additional items, on a motion by Cleary seconded by Fynboh and approved.

Added Agenda:

  1. Michelle Saffel report: Met with county Land and Resource, Dave Rush. Committee has developed 31 questions to rank risk of properties for environmental concerns which will be forwarded to county commissioners for approval. Also L&R is continuing to work on new data base plan.

  2. Dennis Stramer is seeking clarification of his property abutting Severson Rd. Parts of lots 1 &:2 indicate township road while the road has been moved. Clerk will check with township Lawyer for opinions on how to proceed. Quit claim, vacate road area, survey?

  3. Glen Matejka and neighbors are requesting permission to Big Chip right of way for a common sewer pipe and requesting that a new culvert be placed under Big Chip road. On a motion by Cleary, seconded by Fynboh, and carried, Permission was given for the pipe on the west side of Big Chip road and a new large culvert (15 inches or more) to be placed under the road by the Township.

  4. Paul Lehn reported on the condition of Lehn U Trail. Township inspection realizes the problem, and will grade the road, place more gravel on the bad spots and gravel most of the road.

  5. Patty &: Lenny Taylon along with Ralph & Maxine Brooker brought concern about Burros Road. They are requesting improvements and more regular maintenance. The supervisors will meet with Robley to check what can be done. The clerk will find out whether the road has ever been taken over by Brandon Township.

Old Business:

  1. County Township meeting followup. The board reviewed various fees and per diems. Brandon Township has a copy of the County Comprehensive Plan.

  2. Mat short course followup: Several info items about state audit needs, voter ID amendment, and road use were shared.

  3. Road Review: Lauthen, Fynboh, Ledermann, and Croonquist reviewed all roads on April 10, gathering information for gravel plans, tree trimming needs and repair plans.

  4. Sign maintenance implementation was tabled.

  5. Board of appeal meeting minutes for April 10 were approved.

New Business:

  1. Land Use Permits: Two new permits were received.

  2. Gravel quotes: One quote was received from Okerlund Graveling. On a motion by Lauthen, seconded by Fynboh and carried, Gravel will be purchased from Okerlund at the rate of $7.50 per yard.

  3. Town officer resolutions: MAT audit info requires resolutions for town officers doing general maintenance work for the township. Resolution A (for Lauthen) was passed on a motion by Fynboh, seconded by Cleary, and carried. Resolution B (for Cleary) was passed on a motion by Lauthen, seconded by Fynboh and carried. Resolution C (for Fynboh) was passed on a motion by Cleary, seconded by Lauthen and passed. Resolution D ( for Ledermann) was passed on a motion by Cleary, seconded by Fynboh and carried.   4. Clerk notes: Volvo truck available for purchase from the county. Other clerk notes addressed above in business items.

  5. Cleary presented big picture on past receipts and expenditures of township funds.

Claims and Wages: Claims and wages requests were presented and viewed by the board. Claims included: City of Brandon-$148.65 for water/sewer; MAT-$150.00 for workshop; The Record-$31.38 for public notices; Otter Tail Power-$26.81 for shop electricity; PERA-$150.50 for 1st Qt; IRS-$291.03 for 1st Qt.; Brett Jansen-$17.50 for gopher bounty. Claims and wages were ordered paid on a motion by Lauthen, seconded by Fynboh, and carried.
