Brandon Township Meeting Minutes

Tuesday, February 21, 2012

 

The annual board of audit meeting and the regular monthly meeting of the Brandon Township Board was held on Tuesday, Feb. 21, 2012 at the Brandon Community Center with Paul Lauthen, Michael Cleary, Diane Smith and Adrian Ledermann present.  The meeting was called to order by Mike Cleary at 7:00 p.m.  The pledge of allegiance was recited.

 

Board of Audit Report:  Treasurer Diane Smith presented the prepared annual report to the  board.  After discussion, the report was approved on a motion by Lauthen, seconded by Cleary and approved.  The Board of Audit meeting was then adjourned on a motion by Cleary, seconded by Lauthen, and approved.

 

February Monthly Meeting;

 

The February monthly meeting was called to order by Cleary at 7:15 p.m.

 

Clerks Report:  The minutes of the January 17, 2012, meeting  were addressed.   The minutes were approved on a motion by Lauthen, seconded by Cleary, and carried.

 

Treasurer’s Report:  Beginning balance on 01/01/2012 was $4,761.77.   Year end adjustment was $1.92.  Interest from Revenue on account at Bremer was $.44.  Other income was $3,709.76.  Orders issued were $1,035.71 for a total ending balance of $7,438.18.  Investments reported included Tar & Road Fund received $20.55 in interest, to now total $197.439.91.   Motion made by Lauthen, seconded by Cleary, and carried, to approve report. 

 

Public Comment:  Two visitors were present, but no new agenda.

 

Agenda Approval:  The agenda was approved with no additional items on a motion by Cleary seconded by Lauthen and approved.

 

Old Business: 

a. Township road sign policy:  Stabnow was present and presented a revised inventory for sign maintenance and removal.  After discussion, a revised inventory adding 4 signs to be maintained was approved on a motion by Cleary, seconded by Lauthen and approved.

b. Road review:  Lauthen reported 11 hours of snow plowing and requested a new sign for Limb Rd that has gone missing.. 

c. AAEDC meeting report.   Attendees Cleary, Fynboh, Ledermann and Smith reported on a great experience, especially the tour of Alexandria Industries.

d. Ledermann brought the new hard copy of resolutions and township policies, indicating that these were also on the township web site.   The board may want to select policies to review and update at future meetings.

 

New Business:

a. Land Use Permits:  No new permits were received.  Cleary will check with Land and Resources on why the delay of a permit where he has observed construction.

b. Gravel quote requests:  Ledermann will publish in March.

c. Brandon Fire Dept.  A request of  $25,211.26 was received for 2013 fire budgeting from Brandon Township.

d. 2013 budget planning for levy purposes.   The proposed budget levy to be presented at the annual meeting will be:  General Fund-$18,000, Road and Bridge Fund-$75,000; Fire and Responders-$25,000; debt service- $35,423 from township and $80,000 from sewer district.

The proposed budget levy and a proposed annual meeting agenda was then adopted on a motion by Cleary, seconded by Lauthen, and approved.

e. The clerk presented the City of Brandon Wellhead protection program agenda.

f. The board of appeal date has been set by Douglas County for April 10, 2012 at 1 p.m.

g. Land Steward Project info was shared indicating efforts to allow for local control of proposing ordinances to allow for good study of developments in local areas.

h. Other:  Meeting announcements were made, cf. below.

 

Claims and Wages:  Claims and wages requests were presented and viewed by the board.  Claims included: Millerville Co-op Creamery- $99.44 for truck parts; Otter Tail Power-$23.89 for shop electricity.  Claims and wages were ordered paid on a motion by Lauthen, seconded by Cleary and carried.

 

The meeting was adjourned at 8:15 p.m.,

Future Meetings:

*The Brandon Township annual meeting will be held on Tuesday, March 13, 2012 at 7 p.m.        at the Brandon Community Center.

*The March Meeting will be on Monday, March 19, at 7 p.m. at the community center.

*Douglas County Annual Meeting will by on March 20, at Douglas County Public Works,            beginning at 8:30 a.m. (no weed meeting this year)

*MAT township short course will be on March 29 at Arrowwood in Alexandria.
